Set in early 1914, the Armenian Reform Commission convenes in Constantinople just weeks after the Ottoman Empire and the European Great Powers have signed the Armenian Reform Agreement. With the reforms now officially recognized but far from implemented, this multinational body brings together Ottoman officials, Armenian community leaders, European inspectors, and regional power holders to determine how—and whether—the new system of provincial administration, security, and oversight will take shape. As tensions rise in the eastern provinces and the shadow of war looms over the empire, delegates must navigate clashing ideologies, diplomatic pressures, and unfolding crises to shape the fate of a region at risk of collapse.
